美国财政部周三首次添加了数字货币标识来标记其制裁黑名单上的目标,并提供了相关指引,指导人们在持有与制裁名单上人士有关联的这类数字货币时如何遵守相关屏蔽规定。
这一举措是与美国司法部联合行动的内容之一,在此联合行动中,检方宣布了针对一个涉嫌实施勒索软件计划的伊朗黑客团体的指控。财政部对两名男子实施了制裁,称他们通过该计划洗白了价值数百万美元的比特币。
该计划涉嫌攻击了200多名受害者,勒索赎金超过600万美元,造成的经济损失总计逾3,000万美元。

通过周三列出与其制裁目标相关联的数字货币地址,财政部表示其开辟了新天地。财政部称,该部门定期提供被制裁人士和实体的出生日期、地址或护照号码等身份标识信息,但这是财政部首次提供与被制裁个人相关联的数字货币信息。

U.S. Treasury Adds Digital Currency to Means of Identifying Sanctions Targets
The U.S. Treasury Department on Wednesday for the first time added digital currency identifiers to flag targets on its sanctions blacklist, and it provided guidance on how to comply with blocking regulations when holding such currency tied to a person on the list.
The move came as part of a joint action with the U.S. Justice Department in which prosecutors announced charges against an Iranian hacking cellallegedly running a ransomware scheme. The Treasury put sanctions on two men it said had laundered the millions of dollars worth of bitcoin gained from the scheme.
The scheme allegedly hit more than 200 victims, extorting more than $6 million in ransom and causing economic damage totaling more than $30 million.
By listing digital currency addresses tied to its targets on Wednesday, the Treasury said it broke new ground. The department routinely provides identifiers such as birth dates, addresses or passport numbers for the people and entities it targets, but this was the first time it did so for digital currency tied to a person under sanctions, the department said.
